Yes you can use SD boot mode to run the keywriter tool.

According to your info, so we can load keywriter app and tifs as tiboot3.bin and systfw.itb via USB boot mode on HS-FS device for  efuse writing, is that correct ?

Seems some confusion here , keywriter image itself consists of keywriter TIFS + SBL keywriter app + OTP certifcate .Suggest  you to go through the PDK documentation to get better understanding on keywriter.

You can load the keywriter using DFU or SD boot mode.
