Does this processor support motor operations? to run, start, stop motors?

To "run, start, stop motors" is a bit broad, so I cannot give you a straight yes or no answer. What I can say is that there is a 40-pin header on the SK-TDA4VM that supports the following interface/protocols: https://software-dl.ti.com/jacinto7/esd/processor-sdk-linux-sk-tda4vm/10_01_00/exports/edgeai-docs/devices/TDA4VM/linux/pi_hdr_programming.html

If the motor is controlled by one of these interfaces that are supported by the board+SDK, then yes, the motor can be controlled. If it is not, then no, the motor cannot be controlled by this board.
