Can you tell me please when the syslink version with the OMAPL13x support would be released?

Should be within a few weeks. The branding is SysLink 2.10, and when released it will be available for download here:

Note that this is a component-only release - just SysLink. Meaning I don't know of any system-wide SDK plans to integrate SysLink _and_ support the OMAP-L138. Might happen, I just haven't heard of any plans to.
