For the same reason, I can't access the page.

Is this still not fixed?

Additionally, the am62sip lpddr4 clock is 800mhz. Can it be increased further?

    You do not need to use the DDR Register Configuration Tool for AM62SIP.  The configuration is already provided in the SDK.  Max frequency for AM62sip LPDDR4 clock is 800MHz, which the provided configuration already supports.
