This answer may not be as satisfying as you had hoped for. I do not know to discuss design decisions or product development methods, but I am able to confirm what you already guessed.
SPRUEM9A is the document to use when designing a system with the C6424. The other documents may describe the use of peripherals on other devices, but for the HPI on the C6424, this is the one to use for your design decisions. If there is anything about what the document says how to use the part that is unclear, we can try to clarify that.
You can use HDS1# to latch the control signals; HDS2# can be used to set the polarity that you want for the HDCS1# signal, for a rising edge or a falling edge to do the ltaching of the control signals. This may not be the exact same waveforum as the HAS# that you wanted to use, but will it be easy to make it work in your system?
