Hi Daniel,

I am assuming tha Linux is the OS to be used here. As you mentioned RTP relies on UDP, UDP support has been configured in the default TI Linux configuration. Applications such as gstreamer have support for RTP. The TI SDK has an evaluation gstreamer package in TI SDK Linux filesystem for a TI EVM.
