TDA4VM: How to enable CPSW9G in U-Boot?

There is no support for CPSW9G from u-boot. This is also not a part of the current roadmap. But it can be added from the patches given in the thread you started this question from (https://e2e.ti.com/support/processors-group/processors/f/processors-forum/1398651/processor-sdk-j7200-cpsw0-ethernet-driver-support-in-uboot).

If the configuration of SerDes is the same in u-boot and Linux, then no issue.
Why we recommend disabling SerDes from u-boot is, when SerDes is configured and enabled from u-boot, Linux will not configure it again.

As described above, if the configuration of SerDes is the same at u-boot and Linux then there will not be any impact.
