If only software writing using a debugger is assumed, is the VPP power supply necessary?

If not needed, I plan not to implement the VPP power supply line on the board.

    VPP is only necessary when programming security keys in the device.  It It is not needed for booting or during normal execution.  It is not needed normally when doing software update (OTA) either.  It is also not needed if not using the security features of the device.
