TDA4VH-Q1: Clarification on LPDDR4 Via Count Difference Spec

Via count within each defined group should be matched.  The groups are define in Table 2-4 Clock Net Class Definitions and Table 2-5 Signal Net Class Definitions. Via count across groups do not need to be matched.
