Even if nothing works, it can be checked at about 95

For an idle SoC the temperature is high. How are you reading the temperature? Is it using the thermal camera or some external equipment?

I printed out the temp sensor values inside the chip.
They are as follows:
PU1-0] 973.867992 s: Voltage Rail || Curr Temp Min - Max
[IPU1-0] 973.868083 s: ---------------------------------------------------------
[IPU1-0] 973.868144 s: PMHAL_PRCM_VD_CORE || [94.400 , 94.800]

Have you verified you have correct voltages applied for each power rail? Using a higher voltage can cause excessive heat.
If CPU(s) are set to a frequency and executing - they are clocking (using power) even if not actively being used by an application.
I have referenced the above data sheet document.
The opp currently in use is high.
I read the 0x4A00 25E8 (DSPEVE)register and it is confirmed as 1130mv.
and 0x4A00 25F4 (CORE)register as 1040mv
It seems to satisfy the conditions in the table.
Is this correct?
If setting for OPP High, then expectation should be the device will generate more heat (as you are setting a higher voltage and running at a higher processor frequency). I see there is a thermal model available on Ti.com for TDA3 - have you done any thermal simulations to determine if you are within expected thermal regions or exceeding those expectations?
