All the electrical and h/w specifications are governed by the USB-IF specifications and is not specific to any device.
In general, the USB2.0 is not very restrictive as the speeds are at or below 480Mbps (HS) vs the USB3.0, which can be 5Gbps and higher.
The return loss is ideally at or below 20dB to avoid reflections of the input signal.
The USB2.0 TX signal quality is defined by the eye mask that can be processed through the USB2.0 electrical eye tool. It will give a pass / fail (near-end / far-end) considering all the imperfections of the board, cable, traces etc.
