customer configure OSPI as normal SPI, but mode 0 and mode 3, the clock is different,

Mode 0 and Mode 3 are doing the same falling edge capture and generating. The difference is the value of the CKP bits and CKPH bits. Please refer to these sections for more information.
in SOC how qspi1_rtclk and qspi1_sclk works?
Above you can see the description of these signals. They must be connected on the the PCB as stated.
