Steps:
1 Install CANoe or any other Vector tool
2 Start CANoe, then the issue will come.

I am trying to reproduce this issue. I have Vector CANoe v17 installed along with CCS 20.2.0. I do not see any issues with CCS while running Vector CANoe at the same time. I have tried actions which use TI Cloud Agent in CCS IDE and it all works fine.
I am in a debug session (which uses TI Cloud Agent) in the above screenshot while Vector CANoe is running.
Can you provide more details on what you are doing when the issue occurs? We will need a detailed reproducible test case to investigate further.
