We have never seen the h-sync be lost, so I think there is something else wrong here.
What we have noticed though is that, depending on which clock source you are using for DVO2, then there can be a significant amount of jitter on the clock which in turn affects the data and sync outputs. The h-sync is not missing, but it could be jittering by a few 100s of ns.
How are you determining that the sync is missing (i.e. what makes you say the sync is missing)?

Jitter is seen on the 814x, not the 816x.
