CCSTUDIO: faild to install simplelink simplelink cc13X2 sdk 4,20.01.04

How are you trying to install the SDK? Did you download directly from ti.com and running the installer manually? Or are you trying to install from Resource Explorer inside CCS?

Why do you want to install an SDK that is 5 years old.

Pleas install the latest SDK (8.31.00.11).
