I have not performed the FS mode compliance tests since they are at lower speeds compared to the HS test mode; but my suggestion would be to first put the SoC into the FS mode and then enable the test pattern through the same field as HS. You could also use the USB-IF tool and select to put out the test packet at the DP/DM data pins.

Yes, for the host-side compliance test, these are the commands to output the compliance test packet.

06020000h[13] can be set to 1 to enable FS mode.
