I understand the maximum frequency is 4000 Mbps.
Is it 3200 Mbps below that? Is it possible to set the data rate between 3200Mbps and 4000Mbps?

I am not sure I understand the above question but maybe my answer to your 2nd question applies.

Yes, the TDA4VEN DDRSS supports a data rate between 3200 and 4000 MT/s (DDR clock frequency of 1600 MHz to 2000 MHz).
Please note that the maximum data rate supported by the DDRSS is dependent on the TDA4VEN vdd_core nominal value.

How should I set the data rate (frequency) between 3200 and 4000 MT/s? register? For example, is it possible to set data rates of 3600 MT/s (1800 MHz), 3800 MT/s (1900 MHz), etc.?

Yes, in theory you should be able to set to any frequency within the minimum and maximum range. You can use the DDR register configuration tool (link below) to help update register settings based on the DDR frequency. Note that in the tool, input "LPDDR4 Operating Frequency (MHz)" is the DDR clock frequency and not the data rate. Please use an integer value in MHz.
