what is the difference about 25M? because I noticed some design use 25M, but I don't know which one is better.

For TDA4VM-Q1, yes 27MHz is a supported boot frequency. Snip-it below from data manual

WKUP_OSC0 is the boot clock and is required. Only specific freq are supported.
OSC1 is an optional clock and is NOT required. It can be used to generate alternate frequencies. A common usage is to generate audio sampling clock. A range of freq is supported.
