Base on software debugging, we found add "RETRY_TUNING_MAX" times seems could solve this problem in u-boot
Original velue is 10, and then we may increase to 20.

My Question :
(1) Why can we add "RETRY_TUNING_MAX" time to solve thie problem? Does it have any reason to do this workaround?
(2) How many RETRY_TUNING_MAX is reasonable?
(3) Why do we only implement "MMC SW Tuning Algorithm" in Linux kernel SDHCI driver?
(4) Why don't we "implement "MMC SW Tuning Algorithm" in u-boot? Any consideration or side effect?
