TMS320Vc5509A jtag problem

Hi;

my problem is when I am connecting to TMS320VC5509A;the following error message is appearing:

Error connecting to the target:
Error 0x80000242/-1143
Fatal Error during: Memory, Initialization, OCS, 
The memory at 0x000000BE continually indicated it was 'not ready'
All memory operations currently in progress were aborted in order
to regain control of the processor.
This is considered a catastrophic event, but the debugger should 
still be able to access memory and CPU registers.
System state has been altered.  It is strongly advised
that the processor should be reset before resuming execution,

Is this the C5509A EVM from Spectrum Digital? Are you using the correct GEL file? have you refer to Spectrum Digital's web sit at:

We are using Blackhawk USB510L Emulator.

We also ran the JTAG at 10MHz TCLK but still the problem persists..

we are using a custom board on C5509A.We are also using the GEL file.We are using Blackhawk USB 510L JTAG Emulator.The BHprobe diagnostics tool LOG shows that both JTAG & target board are performing with no errors.But;still while running through CCS3.1;we are facing this same issue on 04 boards

Do you have pull up on EMU0/1 and pull down on TRST? Verify your JTAG signals that you are not going into emulation state.

We have pull-ups on EMU0 & EMU1.But;there is no pull down on TRST.While touching a CRO probe at 10X position to TRST pin of JTAG header ;the target is getting detected in one board.Whether we have to put a pull-up or pull-down for this?And;what may be the value?
