TMS320C6748: CCS 9.3 XDS200 (Error -6305) PRSC module failed to write to a router register.

I get this error when starting the debugger:

The JTAG scan chain works in principle. I can successfully read the JTAG ID and also the ICEPick ID with another tool. 
“Test Connection” in Target Configuration also works.

What could be the problem?
