OMAPL138B-EP: Is there a restriction on which version of CCS can be used to compile DSP Firmware?

Hello, we are using OMAPL138 SoC and have been using this for a while for DSP Fw dev and have been using CCV v7.

I have recently got a new PC and have installed CCS V9

Version: 9.3.0.00012

OS: Windows 10, v.10.0, x86_64 / win32
Java version: 1.8.0_144

and this works but is stuck with compiler version  TI v8.3.5 and I am unable to update to latest and get the following error:

I have tried deleting the file and re-update but same issue. 

How to fix this and moreover why can we use the latest version of CCS Version: 20.2.0.12__1.8.0
