Why ibl in eeprom boot need too much time on evm6678l?

We test that  the ibl in eeprom boot will need 20 more seconds on evm6678l. The time tested between the power on and  the eeprom is boot over. I can't understand why it takes too much time? I test both in 20KHz mode and 400KHz mode, it seems that there is no difference. I think the  time is unexcceptable. My question is :

1. Can we shorten the boot time? And how?

2. We test that during ibl boot , there are three kind of I2c clock frequency, 20KHz, 8kHz, and 80KHz. What's the reason for the different clock frequencies. Why there are no difference between 20KHz and 400KHz as I mentioned above?

3 Supposed that the ibl in eeprom boot can't shorten greatly. Can I put the ibl in spi nor flash, and how?
