In my design VIN2A_D(0-23) connected to Serialiser. Whether those signals with pins are configured as Output, Input or IO?

This should be inputs. VIN2A is part of the Video Input Port of the device. See TRM Chapter 11.

The Video input port acts as a receiver to the video stream from serialiser.
