if we can get the SMPKH from eFuse in Linux, we can verify the public key is OK before we use it to verify application.

Yes, the SMPK-H are in Memory Map Register (MMR), and directly readable from MMR in code (u-boot, kernel...) as noted in the referenced e2e.
