Flashing U-Boot into NOR without CCS for DM816x EVM Board Rev E

I have a 816x/389x EVM Rev E & 816x/389x Expansion I/O Daughter Card Rev C. Is there anyway to flash the NOR in the expansion I/O Daughter Card without CCS?
