LP-AM243: Unable to debug Am2434 custom board using XDS110 debug probe setup

We are using a custom AM2434 board (AM2434BSFFHIALXR) for our project and are trying to debug it using a TI XDS110 Debug Probe, but we are unable to establish a connection.

We are using the debug port of the XDS110 with the J2 (14‑pin ARM) adapter. From the J2 connector, we are connecting the JTAG signals (TCK, TMS, TDI, TDO, GND) directly to the MCU using pin‑to‑pin jumper wires.

For VTREF, we are providing an external 3.3 V supply (measured ~3.5 V) to the XDS110. The target board itself is powered separately.
We are not powering the target from the XDS110. 

Despite this, CCS fails to connect and reports the following error(we could see 3.3v in J2 pin1):

Error connecting to the target:
(Error -267 @ 0x0)
The controller could not detect a valid target supply.
Check target JTAG connection and/or connection setting specifying voltage level.
(Emulation package 9.13.0.00201)

for reference.

Could you please help us identify what might be missing or incorrect in our JTAG/VTREF setup?
