I'm not familiar w/ the Cyclone IV FPGA, but if it supports a full PCIe Gen 2 w/ RC or EP then yes it would be able to connect.

I am just wandering if I'll be able to transfer data through pcie by connecting directly (without backplane or switch, using wires) the TX line of the FPGA Cyclone IV side with corresponding RX lines of the DSP C6678 ?

As long as it supports a full PCIe Gen 2 EP and/or RC, then yes the C6678 can connect to it directly. Again, I'm not familiar with the Cyclone IV so I cannot comment on it's capabilities.

FPGA Cyclone supports a full PCIe Gen 1 EP and RC,

The C6678 also supports operation for working with Gen 1 devices. Note we only have x1 or x2 lane modes.
