AM2434: MCELF based bootloader support in SDK v12

It is recommended to use the latest SBL provided with V12, this is because RPRC image has been deprecated with this release, please find the release notes: https://software-dl.ti.com/mcu-plus-sdk/esd/AM243X/12_00_00_26/exports/docs/api_guide_am243x/RELEASE_NOTES_12_00_00_PAGE.html 

Due to this even the examples are build in the mcelf image format, so if you try to load the application images from the latest version using SBL migrated from 11.1 then it may lead to a failure due to format mismatch.

The format of SBL image itself remains .tiimage, the format of application images has change to MCEFL from RPRC.
