There are some words in the AM18x Flash Tool User's Guide,"USB-based Flash Tool support is not planned for ARM9 based processors"
Does that mean the segger's jlink cannot used to write am1808's external flash????

I am not familiar with J-Link, but from the web page it appears to be a JTAG emulator with a PC USB interface. This device should be fine to use with ARM9 parts such as AM1808. TI recommends USB emulators such as XDS510 for similar usage, i.e. loading and debugging embedded applications via JTAG.
The flash tools user guide is referring to more specialized utilities that connect to the device via some peripheral, such as UART. We do not provide a flashing utility that works by directly connecting your PC to the AM1808 via USB. You can still use a USB-based JTAG emulator to load and run a flashing application.
