How to create a new .syscfg file to a new pru project on CCS12.8.1?

Can you please explain the requirement here?

Are you not using the Sysconfig tool to create .syscfg file? Are you trying to create it from scratch?

Yes, I don't know where/how to get start.

The PRU driver is not implemented in the current MCU+SDK offering. Please refer Release notes for details.
