DRA829V: devtool modify stops working when a new ti linux kernel is added to meta-ti

When a new ti linux kernel version is added in meta-ti "devtool modify --no-extract linux-ti-staging <local_repo>" stops working. It starts working again when we start using the latest kernel version but that is not always possible.

The root cause for this is the use of left hand side variables:

PREFERRED_VERSION_${BSP_KERNEL_PROVIDER} ?= "${BSP_KERNEL_VERSION}"

in https://git.ti.com/cgit/arago-project/meta-ti/tree/meta-ti-bsp/conf/machine/include/ti-bsp.inc#n102

This works fine when building but in "devtool modify" chain left hand side variables are not expanded, resulting in PREFFERED_VERSION_linux-ti-staging returning "None" and bitbake will fall back to highest available version. Now that is 6.18 but we are still on 6.12.
