H264 1080P30 Encode - Hi bit rate peak

We are using the DM6467 / 720MHz as a 1080P30 H264 encoder / streamer, and the DM6467 / 600MHz as an IP H264decoder. We noticed that there are some video clips that cause the decoder to output video with a lot of noise, and eventually the decoder is stuck after couple of hours. When analyzing the cause, we saw that the Encoder sends peak of very high bit rate (about 30Mbps) quite frequently, we assume that this causes our decoder to display noisy video. I appreciate to get a feedback on the following -

1. Per the data sheet, the CODEC shoud send maximum bit rate of 14Mbps, howcome we get a bit rate of 30Mbps?

2. How can we limit the value of the peak bit rate?
