AM3359 ADPLLLJ Fractional M-divider Programming

Hi All, two questions:

1) The AM3359 Technical reference manual mentions the ability to program a fractional M divider. However, there's no frac-m register listed in the register description. So how do I setup a fractional divider for the PLL?

2) It seems the PER PLL is the only low jitter PLL in the system. Is it possible to use one of the other system plls (not the PER PLL) for USB & UART and the other internal peripherals? I'd like to have a dedicated low jitter clock for my external peripheral and would use the PER ADPLLLJ if possible at all.
