Intermittent NAND boot issue

I have been using the TMS320DM365 (300MHz) for a while and in the early stages of integration, we had a few boards that would intermittently not boot from NAND (might work 10 to 20% of the time).  By slowing the AEMIF clock down from 135MHz to 121.5MHz, it seemed to correct (or at least hide) the issue.  Recently, I got a board that now has the issue even with the slower 121.5MHz clock.  I was able to get it working at 97MHz.  I've checked the length of my nets and they meet all the layout guidelines.  I can replace the chip and that typically corrects the issue as well as this only occurs with a small percentage of our units.  Any ideas?
