h.264 encoder performance in DM368

Hi,

I am using H.264 codec to encode the video on DM368. I am using DVSDK 4_02_00_06. The video resolution is VGA ,   FPS = 10 ,  Network Bandwidth is 384K.

The quality of video is not satisfactory. I observed some flickering and patches in the video after displaying it. I have attached the file of the encoded video with above specs  in this post.  6470.encoder_out_dump.txt 

How can I get proper picture at lower bandwidths?

Can anyone please tell me what parameters are required to be adjusted? Any help will be useful.
