DM8168 DDR3 Vref Decouple capacitors' necessity

Hi,

  I am designing DM8168 multimedia board. I came across the DM8168 NETRA EVM schematic. I found for DDR3 chip two decouple capacitors are connected across Vref to GND, Vref to VDD_1.5V.

So is there any necessities to connect a decouple capacitor across Vref to VDD_1.5V?? What are the reasons to connect a decouple capacitor across Vref to VDD_1.5V??
