You can not change pic_order_cnt_type by just stream editing, as the effect is not fixed length coding.
You can change constraint_setx_flag by stream editing.

There is no demarkation b/w slice header and slice data so you can not just edit slice header as it impacts slice data which means the actual MB level coding. So I don't think that you can achieve this by just header decode and re-encode.

Hi Claudio - As Kapil indicated in other mail the only way is to get TI source code and implement on your own.
I am sorry if you find it difficult to get support from TI but for this particular topic  - TI provides software as enabler for the device and we try to satisfy the board requirements. Some times it become difficult to satisfy all possible requirement from different market segments and for such cases, its awlays possible to modify the software and get the required functionality by end user. TI shares source code based on need and business oppportunities. You can get in touch with local field engineer and they can help you to channelize your request.
