About the bitrate of H.264 in IPNC368

hi all, 

      Using IPNC368 to build our camera, It's can output 720P H.264 and the frame rate is 15.04. But the bitrate is not correct. When set to VBR and bitrate to 6000Kbps, use vlc to connect the stream, the bitrate show about 3000Kbps, only half. And set to CBR, the show result of bitrate also shake seriously about  3000kbps.

     Is there any relationship between frame rate and bitrate? How to modify?

     BTW, the origin IPNC368 can output 720P H.264@30fps.
