How to control H.264 encoder Bit Rate adaptive accroding to the NetWork BandWidth（DM8168）？

If I want to control H.264 High Profile Encoder Bit Rate adaptive accroding to the Net BandWidth,What should I do first Step?

Does TI's SDK have such a example?Or I Should calculate the Net BandWidth by myself,and accroding to the Net Environment,Set and limit the econder BitRare manually?

Yes - you need to set the bit rate for encoder as per the operational condition (network bandwidth, storage size, or whatever application you have).
If your application need the bit rate to be varied over time (example transmission over network), then you can dynamically change the bit rate by run time configurign the encoder. But in any case encoder will intenrally not know that how much bitrate you want to operate upon hence it need to be configured by end user application.
