Please go to TI.com and do a search for H.264. You will find a link to our codecs and from there you can download the libraries you are looking for.

I noticed that the search on TI.com will point you to http://focus.ti.com/dsp/docs/dspfindtoolswbytooltype.tsp?sectionId=3&tabId=1460&toolTypeId=65&familyId=44 that for some reason lists codecs for all platforms other than C66x.

For C66x, you can go to http://www.ti.com/tool/c66xcodecs
