Welcome to TI e2e forums. Your question pertains to Cortex-A8 so this may not be the best forum for you to seek answers to these questions. I will move this thread to the AM forums so the right experts can look into this.
If you look at the AEC product folder on ti.com, there is a AEC library already supported on Cortex A8 platforms. The code will be ARM object code and should be OS independent.

You will also find this application notes of you interest as the appendix contains C code that can also be run on Cortex A8.
I am not sure about the VoLib implementation on ARM, you may want to download the library to see if there is hardware independent C code implementations of functions that you can use on ARM.
