Can you please tell us for which platform is this for? It is part of release, can you check with Appro on this?

OK, please check with Appro from where you downloaded the package, when you untar the package you should get IPNC_RDK_InstallGuide_Version3.0.0.pdf and IPNC_RDK_Release_Notes_Version3.0.0.pdf at the top level directory
