Low latency of H.264 encoding & decoding possible?

Hi,  

I'm working on a low latency display project.   Using PAL and the basic requirement  is the low latency  less than 70ms between capture and display.

Could DM365 or any other DSPs meet this requirement?  I feel wired after searching lots of informations.
