Low latency of H.264 encoding & decoding possible?

I am not a subject expert.

But I don't think it is possible. You can do the math by simply referring to the frame rate of PAL/NTSC video. Since it is 30 fps, to capture one frame it will take 33ms and display will take the same time again. This time itself will be around 67 ms. On top of that you have to do encode and decode.

Thank you for your relpay. I'm a new user of TI's DSP and not familar with H.264 either. Is it possible to encode and decode only odd/even feild seperately which means only 20ms for PAL. I didn't find any detailed information about such low latency on TI's website. 

There's some information about  low latency  API support of the H.264 codec but I have no idea about it.  http://processors.wiki.ti.com/index.php/H.264_DM36x_Ver_2.0_Codec

It's really a long time ago. Sorry that I didn't find any solution to meet that requierment and used FPGA instead.....

You can consult  TI's FAE, they will give you some useful advice.
