In my project I use a DSP (TMS32C6414EGLZA6E3) and an FPGA (XC6SLX16-3FT256I). In your reference design (sprc137) you recommend to use four caps of 100uf for DVDD (3.3V) and four caps of 100uf for CVDD (1.4V). Also, in general recommendations on Xilinx Spartan 6 FPGAs, it's recommended to use one cap of 100uf per IO bank. The device I use have four IO banks all powered by 3.3V. Moreover, Spartan 6 FPGAs have VCCAUX power rail which can also be powered by 3.3V. So, for the power rail of 3.3V I have 4*100uf for DSP, 4*100uf for FPGA IO banks, and 100uf for FPGA VCCAUX rail i.e. 900uf total. The total current consumption on 3.3V rail is expected to be no more then 1.5A. So, there is a temptation to use a 3A step down converterTLV62090 (input voltage is 5V), but how will behave short circuit protection at start-up? Will there be enough current to charge so large capacitance? How large capacitance is acceptable? Can I use TLV62090 in these conditions?

In your reference design (sprc137) you recommend to use TANTALUM bulk caps, but Xilinx recommends to use CERAMIC bulk caps due to its lower ESR. So, maybe it's better to use ceramic caps everywhere?
