boot up Problem with my AM1808 board

I have used UART2 boot mode with my AM1808 board but there was nothing in uart2 TX pins without "bootme".

I measured voltage of chip and rest pin were both right. But it is not stabilizing with my external crystal oscillator's OSCIN pin, and it is stabilizing 24Mhz in OSCOUT pin.

Is it right? and what can i do for the next?

How are you providing the boot image? Have you downloaded the serial flash and boot utilties provided here:

Download the package on the wiki. The software package provides a command line serial load utility by which you can load a boot image on the device over UART.
