For DestID Reception on a C667x device, are 8-bit deviceID and 16-bit deviceID used either together or exclusively?

I guess that they are used together because deviceID is decided based on the packet's tt field.
Namely, for endpoint device, when a packet was received, if tt = 00b, BASE_DEVICEID is used, and if tt = 01b, LARGE_BASE_DEVICEID is used.

For Multicast ID, are 8-bit deviceID and 16-bit deviceID used together?

Yes. Your understanding regarding SRIO destID (8 bit and 16 bit) is correct. However, it is recommended to use either 8 bit or 16 bit destIDs depending on number of SRIO elements (PEs and endpoints) in your system's SRIO topology. Using both 8 bit and 16 bit destID together is possible, but it is not recommended. Yes. Even for musticast IDs both 8 bit and 16 bit destIDs can be used.
