static decoder parameters

Hello,

I would like to dynamically change decoder scan type. Can it be added to Vdec_CreateCh parameters ? As I understand not all parameters defined in Vdec_CreateCh are actually dynamic by the codec, but still using the delete/create channel, we can change them dynamically. Is it also possible doing similiar thing in encoder (for dynamic change of codec type, scan type, etc.) ?
