Removing Packages from Filesystem

After a build (Linux, WLAN, BT), can packages be removed from the target root filesystem on the Linux host, or can this only be done after the root filesystem has been transferred to the target platform:

You would need opkg built for you host but it is possible.

Opkg doesn't look like it's available for Ubuntu. Is there another package that includes a -d option (assuming the -d options works)?
